FED:Another asylum seeker boat intercepted
CANBERRA, Aug 15 AAP - Border Protection Command has intercepted another asylum-seeker
vessel in Australian waters.
The navy patrol boat HMAS Albany intercepted the suspected irregular entry vessel north-west
of Christmas Island on Monday.
Initial indications suggest there are 59 passengers and two crew on board, he said.
"The passengers will be taken to Christmas Island for pre-transfer assessments, pending
removal to another country," Home Affairs Minister Brendan O'Connor said in a statement.
It is the fourth vessel to arrive since Australia and Malaysia signed an asylum-seeker swap deal.
The latest arrival takes to 265 the number of asylum seekers earmarked for transfer
to Malaysia, pending a High Court challenge to be heard next week.

CANBERRA, Feb 2 AAP - It seems inconceivable, but the amount of money earned by political
parties has dropped by half in one year.
In the 2004-05 financial year, which took in barely four months of the October 2004
election, parties raked in more than $150 million.
Yet last financial year, it was less than $75 million - still a substantial figure
but a marked decrease on revenue.
Some of the difference can be explained simply by election timing.
Donors are obviously more fired up to give money to political parties in an election year.
But it can also be explained by changes in the electoral laws to the amounts that parties
have to declare.
Since the 1980s, all donations of more than $1,500 had to be declared to the Australian
Electoral Commission (AEC), which publishes the details annually.
But last year new laws were introduced lifting that disclosure threshold to $10,000
- a plan first raised publicly at the Liberal Party's national conference in 2005.
It is now possible for companies or individuals to donate up to $90,000 to a party
without exposure by donating $9,999 to each of a particular party's state and territory
divisions and its national division.
The laws were made retrospective to December 2005, meaning that the latest figures
include six months of smaller donations being disclosed and six months under the new regime.
It's impossible to gauge the full impact, but Labor's special minister of state spokesman
Alan Griffin estimates the Liberal Party has received at least $800,000 that it did not
have to disclose in the latest figures.
A new coalition of academics, legal figures and independent politicians, Democracy
Watch, calls the new system "the weakest and most corrupting disclosure laws in the developed
world".
They fear it could lead to controversial sources like tobacco companies, casinos and
property developers making bigger secret donations to parties where there may be a conflict
of interest.
And money can be shifted around from state parties to federal and back again to hide
the trail, they say.
For instance, a local developer looking for approval for a project could channel money
through a donation to the state party, which gets handed on to the federal party and then
back to the local council handling the developer's application without discovery or exposure,
Democracy Watch says.
"Nobody should believe this money is donated because of any altruistic enthusiasm for
democracy," the group says.
"Even if there is no direct undertaking on behalf of the beneficiaries, clearly it's
about buying influence."
Even when the donations are larger than $10,000, it can sometimes be up to individual
donors to out themselves.
Hong Kong billionaire Stanley Ho, who controls the Chinese gambling island of Macau,
bought himself a couple of hours with NSW Premier Morris Iemma and state Treasurer Michael
Costa with a $48,000 bid at NSW Labor's state budget dinner last year.
That won him the right to have lunch with the two politicians, but his bidding did
not stop there.
Dr Ho, 84th on the Forbes magazine rich list with an estimated worth of $A8.4 billion,
also shelled out $61,000 in winning bids for a home entertainment package, signed bottles
of Grange and a Rolling Stone guitar.
In all, his total donation to NSW Labor that night was $109,000 - which he duly declared
to the AEC.
Only trouble is, NSW Labor did not declare it in its return.
While it would not classify as a donation for tax purposes as Dr Ho received goods
in return for his money, it falls squarely within the AEC definition of a gift or donation
which must be declared.
There are no returns listed for the conservative Family First's national branch, although
two of the party's state branches have listed donors.
The party's South Australian and Victorian branches both received $10,000 in 2005/06.
Last election the fledgling religious Right party had $1.7 million in donations to
fund its campaign, which succeeded in having Victorian candidate Steve Fielding elected
to the Senate.

WA:WA woman to stand trial on murder charge
PERTH, April 18 AAP - A provisional trial date has been set for a West Australian woman
accused of stabbing her partner to death.
Tina True is accused of stabbing her 34-year-old partner in the chest at a house in
South Hedland, in WA's Pilbara region, on July 27, 2010.
Police allege True and the man has been visiting relatives at the house when the incident
happened.
True appeared in the Supreme Court on Monday via video link from prison.
Justice Ralph Simmonds set a provisional six-day trial to begin on August 5.
A voluntary criminal case conference will be held on June 10 and a status conference
will be held on June 30 to discuss the progress of the case before the trial begins.

Queensland Attorney-General CAMERON DICK says he's taking advice on the prospects of
an appeal to lengthen the sentence.
Mr DICK says the case is greatly disturbing but also involves very serious and complex
matters .. including a ruling by the Mental Health Court that the offender had an abnormality
of mind.
An appeal can be lodged within 28 days from the day of sentencing.

BRISBANE, April 13 AAP - Queenslanders will be able to claim up to $1000 toward the
cost of solar hot water under a rejigged state government scheme.
The Bligh government was forced to cancel and redesign its solar hot water scheme in
March after the federal government changed its program.
Premier Anna Bligh had promised 200,000 discounted systems where householders paid
$500 and pensioners $100 for the installation of solar hot water systems or heat pumps.
But when the federal government dropped its rebate by $600 the state government was
left with a funding gap of $100 million.
Ms Bligh told Parliament on Tuesday the state's new $60 million scheme would provide
a $600 rebate to householders and $1000 for low-income earners and pensioners for systems
bought after Tuesday.
Rebate payments would be made from July 1 and would be in addition to any other federal
government or local government rebates that may apply over the life of the scheme, she
said.
"With a state rebate for a pensioner of $1000, a Commonwealth rebate of $1000, renewable
energy certificates of around $1300, the total of the possible incentives that someone
seeking to switch to solar hot water might be eligible for comes to $3300," Ms Bligh said.
"That puts it into the much more affordable range for many, many Queenslanders."
She said the purchase and installation of solar hot water ranged from $3800 to more than $6000.
"The challenge is for the solar hot water companies of Queensland to now deliver a
competitive price for Queenslanders," she said.
The Premier said it was not possible to forecast demand for the scheme but funding
would be regularly reviewed.
She said traditional electric hot water systems could consume up to 30 per cent of
total household electricity and add 25 per cent to the bill.

The Greens have denied claims of exaggerating the size of the oil slick off Australia's
northwest coast.
PTTEP Australasia's West Atlas oil rig has been leaking into the Timor Sea since August 21.
Greens Senator RACHEL SIEWERT had said on Friday the oil slick had spread to only 20
kilometres away from the West Australian coast .. and is larger than the Federal Government
is letting on.
But .. Federal Resources Minister MARTIN FERGUSON has knocked back the claim .. saying
it's about 80 nautical miles off the coast and heading away from the mainland.

Vic: Peirce charged over alleged meat cleaver attack
MELBOURNE, April 21 AAP - The widow of murdered gangland identity Victor Peirce has
been charged with attempted murder over an alleged meat cleaver attack in Port Melbourne.
Wendy Peirce, 52, also faces a charge of intentionally causing serious injury to Mark Lohse, 44.
It is understood the charges relate to an attack on Lohse who was on his way to the
bar at a hotel in Port Melbourne at about 4.50pm on March 28 when he was allegedly set
upon.
Magistrate Susan Wakeling ordered Peirce be seen by a doctor after the court heard
she was taking medication for depression.
Peirce did not apply for bail and was remanded in custody until June 30 for a committal mention.
The court heard another woman, Andrea Fuzzard, has also been charged over the attack.
Victor Peirce was charged and acquitted over the 1988 murders of two police officers
in Walsh Street, South Yarra.
He was shot dead in a car parked in Bay Street, Port Melbourne, on May 1, 2002.

KEVIN RUDD says the federal government's 195 million dollar funding of the Ord River
2 irrigation area in the East Kimberley will be matched by the the WA government.
Visiting the area with WA Premier COLIN BARNETT and federal Agriculture Minister TONY
BURKE .. the prime minister says the money will be spent over the next two years.
It'll be used in developing irrigation and building roads .. transport facilities and
power infrastructure to double the current available irrigated development area of 14-thousand
hectares.
Mr RUDD says the East Kimberley Development Package will also include investment in
schools .. health .. early childhood .. aged care and recreational facilities.

SYDNEY, Aug 11 AAP - The swing against Labor in the Northern Territory election is
not a direct backlash against the federal Labor government, NSW Premier Morris Iemma says.
Prime Minister Kevin Rudd has said the swing against the territory government at Saturday's
poll sounded a warning to federal Labor.
But Mr Iemma said it was a warning for all governments across Australia that they must
deliver results for their electorate.
"It's a message to all governments whether they are state, federal or territorians...
there are no guarantees and the electorate expects hard work," he told reporters in Sydney.
"That's what reflected in the poll.
"It's not a direct message to Mr Rudd, it's a territory election."
Mr Iemma said the warning also applied to councillors in NSW ahead of local government
elections in September.

ADELAIDE, Dec 15 AAP - South Australia's mineral exploration boom is continuing with
investment in it more than doubling over the past year.
Premier Mike Rann said today $171 million was spent in the 12 months to the end of
September compared to $77 million over the same period in 2005, an increase of 123 per
cent.
Mr Rann said the increase vindicated the government's work to promote the state's mineral
potential.
The increase in spending emphasised the current high level of confidence in the state's
minerals sector, he said.

CANBERRA, Aug 6 AAP - There is one thing both sides of politics agree on - they won't
be cutting petrol excise.
Prime Minister John Howard and Opposition Leader Kim Beazley both today categorically
ruled out cutting the excise, agreeing it would bite too deeply into government revenue.
Mr Howard said his government would have to reduce the excise by as much as ten cents
to make any real dent in the petrol price.
"To make any difference at all you would need to cut it by ten cents, that's two and
a half to three billion (dollars)," Mr Howard told Network Ten.
"A lot of Australians might say, if you've got that to spend why don't you spend it
on more for the army or more for this or more tax cuts or just put it away for a rainy
day."
Mr Beazley said cutting excise would be irresponsible, adding: "The issue of economic
responsibility demands we take a different direction."
But that is where the agreement ends.
Mr Beazley has signalled he will be using the sky rocketing petrol prices to attack
the government as parliament resumes this week.
Increased use of biofuels and more power for the Australian Competition and Consumer
Commission (ACCC) are necessary, Mr Beazley told the Nine Network.
"We've got to start to get the ACCC riding shot-gun on the oil companies and on petrol prices.
"The government says it's got a responsibility there, it hasn't unless it's directed
to act on it, effectively and routinely by the government and they ought to get about
doing it."
The ACCC went before a parliamentary inquiry last week and said it had all the power
it needed to monitor retail petrol prices but admitted it was powerless to stop price-gouging
because it was not illegal.
Mr Beazley said biofuels such as ethanol would help Australians unhook from a dependence
on middle-east oil.
The price of pump petrol was unlikely to drop dramatically any time soon, Mr Howard
said but he did offer hope in the medium-term.
"What I'm really saying to my fellow Australians is that the era of very low oil prices,
petrol prices is behind us," Mr Howard said.
"We hope that we're not in an era of ever rising petrol prices and perhaps somewhere
in between, where that settles - $1.15, $1.20 - there's some hope of that."
Meanwhile, the NSW government has prepared a package of recommendations for their federal
counterparts on how to halt further price rises.
NSW Transport Minister John Watkins today said the government's recommendations follow
independent state government research and includes increasing the monitoring strengths
of the ACCC.
The report also advised the federal government explore biofuels, consider a productivity
commission inquiry and extend tax concessions for people using public transport, he said.
"Action should have been taken by the federal government years ago on this issue,"
Mr Watkins told reporters.
The Western Australia government has gone further than offering recommendations with
today's announcement it would double the subsidy given to motorists converting their cars
to gas.
With the cost of unleaded petrol at $1.30 a litre in Perth, Planning and Infrastructure
Minister Alannah MacTiernan said a $1,000 rebate could help to halve fuel costs for many
motorists.
"It's not going to be for everyone but our focus is on those West Australians who are
really copping it hard, Ms MacTiernan said today."
The government estimates the upfront cost of conversion, estimated by be around $2,500
per vehicle, could be quickly recovered, as many people were spending $100 a week on fuel.

Qld: Qld opposition have victory in sights

GOLD COAST, April 2 AAP - A jubilant coalition today predicted it could win the next
Queensland election if the swing which has ousted Labor from the seat of Gaven is repeated.
Nationals candidate Alex Douglas won the Gold Coast seat yesterday with a swing of
at least 7.5 per cent - the Beattie government's third by-election defeat this term.
With 3,000 postal votes still to be counted - 2,000 of which were sent to the Nationals
office for posting - the swing is expected to inch towards the nine per cent mark.
But even if the swing remained at 7.5 per cent, a similar momentum would see the Beattie
government lose 19 seats - enough to unseat it - at the next state election due within
a year.
"This is a significant swing against the government," Opposition leader Lawrence Springborg
said today.
"If it is replicated across Queensland, then the government loses.
"If Peter Beattie wants to keep denying it then frankly he is going to be in strife."
Mr Beattie, who kept out of the public eye today, said yesterday he thought the swing
would be "twice as bad as it was".
"From our point of view, the significant thing is that the swing hasn't gone to the
National Party, it's gone to an independent," he said, welcoming the 8.1 per cent vote
secured by independent Daren Riley.
"What it means is that the National Party will have enormous difficulties winning seats
in the south-east corner (of Queensland) and the city (of Brisbane)."
But Mr Springborg said the premier was in denial.
"Peter Beattie just doesn't get it," he said.
"The simple reality is on three occasions, the people of Queensland have delivered
this government a message that they are not delivering on their priorities.
"He is making excuses for failure."
Labor lost the seats of Redcliffe and Chatsworth last August after the resignations
of speaker Ray Hollis and deputy premier Terry Mackenroth.
But despite the three by-election defeats, the government still holds 60 of the parliament's
89 seats.
The Gaven by-election was a crucial test for the Nationals and Liberals, as it was
the first election contested by the parties since they re-formed their coalition last
September.

A man's stood trial in a Sydney court over the murder of a man he allegedly met on
a gay internet site.
20-year-old TRENT JENNINGS doesn't deny fatally stabbing 32-year-old GUISEPPE VITALE
in a south Sydney park in December 2003.
But he's pleaded not guilty to murder.
The New South Wales Supreme Court has heard JENNINGS met Mr VITALE in an internet chat
room and they arranged to meet for sex.
Crown Prosector PAUL LYNCH says Mr VITALE drove to a Narwee flat where JENNINGS was
staying and the pair went to a park where they had a sexual encounter.
But Mr LYNCH says JENNINGS became concerned he was going to be raped, despite having
tied up Mr VITALE.
He says JENNINGS had then stabbed Mr VITALE in the neck.
The trial continues.

Pfizer and Microsoft got tough Thursday on an issue almost anyone with an e-mail address can rally behind: stopping illegal spammers.
The giant drug maker and technology powerhouse jointly announced 17 legal actions to quash international spam rings that operate Web sites selling illegal versions of Pfizer's Viagra.
The pharmacy spam rings allegedly deluged Microsoft's Hotmail customers with hundreds of millions of e-mails within the past year alone.
The actions culminated a seven-month investigation by the two companies in which they traced transactions around the world. In one case, they said they were able to detect a ring that stretched from New York to India and back to a warehouse in New Jersey.
Aaron Kornblum, a Microsoft attorney specializing in Internet safety enforcement, described the joint legal strategy as unprecedented because it was targeting both spammers and the pharmacy Web site operators simultaneously.
"These e-mails waste time, waste money and waste resources," Kornblum told reporters on a conference call. "But spam is not just annoying."
Kornblum said illegal spam can lead to fraud, identification theft and, in this case, health risks from taking unapproved medicines.
Viagra and similar erectile dysfunction drugs account for an estimated one in every four spam messages, the companies said.
"If you've ever received unwanted spam, you've probably received spam about Viagra," said Beth Levine, Pfizer's general counsel for U.S. pharmaceuticals.
Previously, the two companies mounted similar efforts on their own. New York-based Pfizer took action in August against 30 sites allegedly selling bogus Viagra, 29 of which have since stopped operating. Legal action is pending against the remaining one, a company spokesman said. Meanwhile, since early 2003, Microsoft has filed 94 lawsuits in the United States against spammers. The Redmond, Wash.-based company says it blocks 3.2 billion spam messages every day.
Pfizer said it filed separate civil suits Thursday in federal court in New York against CanadianPharmacy and E-Pharmacy Direct. The complaints allege unfair competition, deceptive trade practices and that the defendants are selling and importing non-FDA approved Viagra in violation of U.S. law.
Microsoft filed two parallel suits in state Superior Court in Washington State against spammers promoting those two companies, alleging that the spammers sent e-mail with deceptive and misleading information in violation of the federal anti-spam act and other laws.
The site linked to CanadianPharmacy, cndpharmacy.com, appeared not to be functioning following the announcement Thursday morning.
The companies said they did not know who was controlling the sites, and referred to them in the suits as "John Does." But by filing the lawsuits, Kornblum said, Pfizer and Microsoft will gain subpoena powers that will allow them to gather more information. For example, if they have only an e-mail address, the companies will be able to go to Internet service providers to get information about who controls that address.
Over the past seven months, investigators from both companies have worked side by side. Microsoft has set up more than 100,000 Hotmail accounts to collect e-mail for investigative purposes. Investigators would gather information by tracing that mail back to the Web sites.
The probe led around the world. The companies found that one Web site was registered to a New York City man without his knowledge. One of the Viagra versions obtained during the probe was made by one of the largest drug companies in India, where generic Viagra is permitted, according to the companies.
Also Thursday, Microsoft filed three suits against spammers promoting three other online pharmacies, DiscountRX, Virtual RX and EzyDrugStore.com. And Pfizer filed domain-name complaints against 10 sites alleging unauthorized use of Viagra in their names.
Outside of shutting down the specific operations, the companies said, they hoped to draw consumer attention to safe purveyors of online drugs and to send a message to other spammers that they will continue to pursue them.
Levine said Thursday that she couldn't estimate how much in sales Pfizer has lost to these unauthorized Web sites. She also said she was not aware of any reports of anyone who has been harmed through Internet purchases of bogus Viagra.
Last August, Pfizer said a national company survey of 676 men found that 20 percent of men older than 35 who buy erectile dysfunction drugs do so on the Internet.
Two-thirds of those men fail to check whether the site from which they are buying is legitimate, according to the survey.

When Bill Clinton appointed Bentsen Treasury Secretary in 1993 and chief economic spokesman, there was some concern that the job had gone to a politician who was too much identified with the establishment and the oil industry. But Clinton needed Bentsen's expertise, especially given how heavily he had emphasized the economy in his campaign. Bentsen served two years as Treasury Secretary in the first Clinton administration where he provided balance to the President's own coterie of advisers. Bentsen left the administration in December 1994.

The study compares the prices of 71 basic products such as hygiene items, dairy, bread and others sold in different supermarkets and warehouse stores. The study found that Sumesa had the highest prices in 29 of the products, compared to Aurrera, Comercial Mexicana, Gigante, Carrefour, Superama, Super G, Chedrahui, Wal-Mart and others. Sumesa was followed by Super G. The lowest prices were reported at Bodega Aurrera and the government stores run by the State Workers Social Security and Services Institute (ISSSTE), the Chedrahui chain and the Mexican Social Security Institute (IMSS) stores.

Time and tide wait for no man as Dan Reddington will sadly testify.
His once thriving city centre record shop will soon close its doors after more than 40 years providing regular fixes for the region's vinyl junkies.
A combination of internet downloads, online trading and rising city rents has seen independent shops like his become as rare as the records he sells.
Let's hope the sad demise of Reddingtons in the city centre is not a forewarning of things to come. Birmingham prides itself as a shopping centre of some repute and it will only retain its hard-fought reputation by protecting the retailers who made the city what it is today.
