ARSENAL TO RECEIVE $2M FOR MARKETING.(CAPITAL REGION)

WASHINGTON, D.C. -- Some $2 million earmarked to help the Watervliet Arsenal market itself to the private sector but put into a separate account by a bookkeeping error has now been released, three New York Democrats in Congress announced Friday.

The announcement came from U.S. Sens. Charles E. Schumer and Hillary Rodham Clinton and Rep. Michael R. McNulty who had helped get the money into the federal budget last year to aid several arsenals in marketing their unused space.

The error occurred when the money went into a day-to-day account that, if not used by the end of the fiscal year in September, reverts to the U.S. Treasury. The costs of marketing could not be paid from that account.

Watervliet's share of the $7.5 million will be about $2 million, the lawmakers said.

Also Friday, the death of the Crusader program became official. Watervliet had expected to get some spinoff business.

With that artillery system dead, the arsenal needs ``to sell itself to the private sector. If there was ever a time to pitch businesses and get them here, this is it,'' said Schumer.

Clinton said that with the red tape untangled, ``we will soon be able to celebrate the cutting of ribbons as businesses move into the arsenal.''

McNulty, whose district includes the arsenal, thanked the two senators for meeting with the Pentagon and getting the funds put into the correct accounts.
